The Passport in History: Travel Papers to Regulate Mobility, Identity and Control

We live in an age fraught with concerns about security in the wider world, a symptom of which is the ongoing demand for more secure passports enhanced by ever smarter applications of technology – biometric data (eg, photographs, fingerprints and iris patterns), ePassports (embedded microprocessor chips), etc. The international passport today is a much valued and for some a lucrative commodity𝔸, but when did people first start to use passports as we understand the concept?

Passports or their document antecedents were known to exist in ancient civilisations – artwork from the Old Kingdom (ca.1,600 BC) depict Egyptian magistrates issuing identity tablets to guest workers; in the (Hebrew) Bible Judaean governor Nehemiah furnishes a subject permission to travel to the Persian Empire; Ancient Chinese bureaucrats in the Han Dynasty (fl. after 206BC) issued a form of passport (zhuan) for internal travel within the empire, necessary to move through the various counties and points of control.

In medieval Europe the prototype travel document emerged from a sort of gentleman’s agreement between rulers to facilitate peaceful cross-border exchanges (‘The Contentious History of the Passport’, Guilia Pines, National Geographic, 16-May-2017, www.api.nationalgeographic.com)…it provided sauf conduit, allowing an enemy safe and unobstructed ”passage in and out of a kingdom for the purpose of his negotiations”. This convention however was ad hoc, haphazard and capricious, the grantor’s ‘authority’ bestowed on the traveller might not be recognised at any point in his or her travels (Martin Lloyd, The Passport: The History of Man’s Most Travelled Document (2005)). The Middle Ages nonetheless did bring advances in the formulation of travel documents for extra-jurisdiction movements. Individual cities in Europe often had reciprocal arrangements where someone granted a passport-type paper in their home city could enter a city in another sovereignty for business without being required to pay its local fees (‘When were passports as we know them today first introduced?’, (Rupert Matthews), History Extra, 29-Sep-2021, www.historyextra.com). King Henry V, he of lasting Agincourt fame, authorised just such a early form of passport/visa as proof of identity for English travellers venturing to foreign lands, leading some to credit him with the introduction of the first true passport. The issuing of travelling papers sanctioned by the English Crown were enacted by parliament in the landmark Safe Conducts Act of 1414.

Before the rise of the nation-state system in 19th century Europe, large swathes of the populations of the multitudinous political entities—largely comprising serfs, slaves and indentured servants—routinely required “privately created passes or papers to legitimise their movement” (‘Papers, Please: The Invention of the Passport’, (Eric Schewe), JSTOR Daily, 17-Mar-2017, www.daily.jstor.org). Kings, lords and landowners all issued ad hoc laissez-passer of their own definition and design (Baudoin, Patsy. The American Archivist 68, no. 2 (2005): 343–46. http://www.jstor.org/stable/40294299). A systemic, standardised passport would not materialise until the 20th century.

It was only with the arrival of world war in 1914 that governments, motivated by security needs, turned their attention to tightening up entry requirements between the new nation-states, putting immigration quotas on the agenda (US legislators for example were eager to check the flow of immigrants into the country). Spearheaded by the newly created League of Nations (and aided by the availability of cheaper photography) a passport system began to evolve that was recognisably modern. The League in 1920 introduced a passport nicknamed “Old Blue”—specifying the size, layout and design of passports for 42 of its nations—thus establishing the first worldwide passport standards𝔹. Passports “became both standardized, mandatory travel documents and ritual tools reinforcing national identity” (Schewe).

Later the “Old Blue” passport was expanded into a 32-page booklet which included basic data about the holder such as facial characteristics, occupation and address. “Old Blue” had remarkable longevity, remaining the norm for passports until 1988 when it was superseded by a new, burgundy-coloured passport as the international standard (‘The World’s First Official Passport’, Passport Health, www.passporthealthusa.com).

End-note: Married women travellers and the ‘stateless’
As the standardised international passport took shape, married women (unlike single women) were not admitted initially into the ranks of passport-holders in their own right, rather they were considered merely “as an anonymous add-on to their husbands’ official document”, eg, ”John Z and wife” (the wife’s public identity at the time still tied very much to that of their spouse‘s). In 1917 newly married American writer Ruth Hale’s request for a passport in her maiden name to cover the war in France was denied (‘The 1920s Women Who Fought For the Right to Travel Under Their Own Names’, (Sandra Knisely), Atlas Obscura, 27-Mar-2017, www.atlasobscura.com). Also bereft of passports in the modern-state system were those refugees who found themselves stateless in the turbulent aftermath of WWI. To address this crisis the League of Nations issued ”Nansen passports” from 1922 to 1938 to approximately 450,000 refugees. The ‘Battle of Broken Hill’: The Curious Incident of the Afghan Cameleers’ Two-Man War on the Silver City

On New Years Day 1915 two members of the small immigrant Afghan community of Broken Hill launched an unexpected and deadly attack on a passing convoy of open ore-trucks carrying 1,200 industry picnickers to Silverton. The incident itself did not escalate much further, the so-called ‘battle’ was over after a 90-minute shootout, with the perpetrators dealt with and summarily despatched by a contingent of police, soldiers and private riflemen from the town, however it’s ramifications were more lasting and widespread. What was on the surface a random, mindless and unprovoked attack on innocent picnic-goers, had a complicated lead-up.

The casualties:
In the carnage two of the “sitting duck” picnic party were killed by the attackers’ gunfire and up to ten others wounded. The two gunmen then retreated from the scene towards the West Cameleers camp, killing another, unrelated civilian on the way. The police, troops and volunteer militia members of the ‘posse’ caught up with the two attackers at Cable Hill and engaged them in a shootout at a nearby rocky quartz outcrop known as “White Rocks”. During the shootout a fourth victim was killed by stray shots from the perpetrators’ gunsⓐ. A police constable was also wounded and both Muslim assailants were ultimately killed in the affray.

In the immediate aftermath of the incident the two perpetrators were wrongly identified as Turks—the Ottoman Turkish Empire has recently sided with the German Reich in the world war against Britain (and therefore against Australia)—due to a Turkish flag and a letter pledging allegiance to the Sultan of Turkey found among the possessions of one of the attackers. In fact the two Muslims originated from the northwest frontier of British India (within modern Pakistan or just over the border in Afghanistan).

The assailants:
Badsha Gool Mahomed
(aged about 40) a Pashtu-speaking Afghan Afridi tribesman whose two stays in Australia were punctuated by periods of service in the Turkish Army. After a decline in work for cameleers he was employed in the Broken Hill area’s silver mines before being retrenched. At the time of the incident Mahomed was an ice cream vendor in the townⓑ.
Mullah Abdullah (aged about 60) a Dari-speaking halal butcher and imam for the local cameleer community. Abdullah too tried camel-driving but finding it not feasible turned to working as a butcher in “The Hill”, supplementing it by presiding as spiritual leader for the Afghan community.

The influential local newspaper the Barrier Miner had a field day with the incident… “War in Broken Hill”, “The New Year’s Day Massacre“, (Attack) “under the Turkish flag”. Some modern writers have described the “Battle of Broken Hill” as a terrorist incident, “terrorist-suicide mission” (and Abdullah as a) “grey-bearded zealot, fiery when insulted” [Christine Stevens, ‘Abdullah, Mullah (c. 1855–1915)’, Australian Dictionary of Biography, National Centre of Biography, Australian National University, https://adb.anu.edu.au/biography/abdullah-mullah-12763/text23021, published first in hardcopy 2005, accessed online 10 February 2022], and inevitable parallels have been drawn with the contemporary landscape of international terrorism. Giving credence to the train ambush being considered a politically motivated act was the edict of Ottoman sultan Mehmet V that the faithful of the Islamic world take up the fight (jihad) against the enemy in the war, made just two months earlier in November 1914 (which undoubtedly struck a cord with the radicalised Mahomed) [‘History repeating: from the Battle of Broken Hill to the sands of Syria’, Panayiotis Diamadis, The Conversation, 03-Oct-2014, www.theconversation.com].

Imam Abdullah on the other hand had fresh personal grievances against the locals. He had for some time suffered racist harassment from the town’s youths. In addition, Abdullah had fallen foul of the local branch of the Butchers Trade Union which took a discriminatory approach to not-British butchers in the town…only a week or so earlier the non-unionised Afghan butcher had been convicted for the second time of selling meat without a licence by the chief sanitary inspector. Whether the two men were motivated by a sense of persecution or patriotism, relations between the Afghan community and the Europeans in Broken Hill had been disintegrating for some time with the ‘Ghan’ cameleers camp targeted for sabotage. Economic downturn knee-jerk
A heightening of inter-ethnic tension was a direct result of the grim economic climate of the day, mine closures in Broken Hill meant unemployed miners and the search for alternate work…it didn’t take long for resentments to surface about Muslim immigrants taking white jobs. Afghan immigrants were made to feel unwelcome in Broken Hill and other outback towns with the cameleers relegated to living on the edge of European society in ‘Ghantowns’. Tensions were particularly heated between the local unionised teamsters and the immigrants, largely due to the Afghans cameleers being simply more competitive labour options than the white teamsters…cheaper to hire and providing a quicker service than that of the teamsters’ wagons. This perceived threat to the position of European teamsters in the Broken Hill district led them to retaliate with violence against the Afghan community [‘The Battle of Broken Hill’, Mike Dash, Smithsonian Magazine, 20-Oct-2011, www.smithsonianmag.com].

A “lone wolf” attack
Despite the assailants leaving a note indicating that they had acted alone, many citizens in Broken Hill connected the event to the Turkish enmity towards the British Empire in the warⓒ. An incensed mob, hell-bent on wreaking retribution against the Afghan cameleer camp, had to be prevented from launching reprisals against the outlier Afghan community. The focus then switched to Broken Hill’s German community who many believed had agitated the brace of Afghans into attacking the picnic train. The police and military this time were unable to stop the rampant mob from torching the German Club to the ground.

Wider ramifications
A crackdown of the authorities was not long in coming. With newspapers like the Barrier Miner and the jingoistic Sydney Bulletin beating up the story for all it’s worth and with headlines trumpeting “Turk atrocity” and “Holy War”, “enemy aliens” from Austrian, German and Turkish working in the Hill’s mines were sacked, followed swiftly by Federal attorney-general Billy Hughes’s blanket internment of all foreign aliens in the country.

Footnote: In a bizarre coincidence Broken Hill’s “ice cream cart terrorism” had a resounding echo in the abhorrent 2016 Bastille Day “lone wolf” terrorist attack in Nice, France. The perpetrator who drove his lorry down a seafront promenade, killing 86 pedestrians (most of them mowed down by the speeding vehicle), told the police when questioned at the site prior to committing the atrocity that he was delivering ice cream.

Red-Light Reeperbahn 1960-1962: Prep School for the Baby Beatles

When the Beatles at the top of their fame reflected back on their climb to the summit of pop/rock music, they didn’t understate the early contribution to their success of exceedingly long periods of time spent playing in seedy, red-light night spots in Hamburg, West Germany. John Lennon summed up the immeasurable value of the Hamburg gigs phase to the early Beatles’ development, quipping to a journalist that though he was “born in Liverpool, (he) grew up in Hamburg”. George Harrison echoed John’s sentiments, saying that the band “didn’t have a clue” before the German experience, “Hamburg was really like our apprenticeship, learning how to play in front of people”. Paul McCartney concurred that playing to inebriated and often hostile German sailors “galvanised the band into a musical form”. The boys’ repertoire expanded by necessity, forced to learn countless new songs so as to fill in the marathon eight-hours sets in the Reeperbahn precinct clubs (“George Harrison Said The Beatles ‘Didn’t Have a Clue’ Before They Went to Hamburg, Germany”, Hannah Wigandt, Showbiz CheatSheet, 08-Dec-2021, www.cheatsheet.com ).

Just before departing for their first stint in Hamburg in 1960, the Beatles (still calling themselves the Silver Beatles) needing a regular drummer to fulfil their contractural obligations took on ex-Blackjacks drummer Pete Best (hired by the band’s manager of sorts Allan Williams). Williams’ business associate Harold Adolphus Phillips (who promoted the band during its Silver Beetles days and occasionally performed himself as “Lord Woodbine”) drove the now five-piece group to Germany.

The band first played at the Indra Club in August 1960 (while sleeping rough in “pigsty” accommodation behind the screen of the nearby Bambi Kino). Later in the year they moved from the Indra down the street to the larger Kaiserkeller, performing late-night to sailors and sex workers, and the more appreciative art students. Both nightclubs were owned by Bruno Koschmider who was paying each of the five Beatles the princely sum of £2.50 a night to perform (although they did score an accommodation upgrade to actual hotels)🏴󠁧󠁢󠁷󠁬󠁳󠁿.

While they were doing their night sets at the Kaiserkeller, John, Paul and George met Ringo (Starr), also working the club with the (then) more highly regarded Hurricanes band. The Kaiserkeller was also where the boys met Astrid Kirchherr, a Hamburg local who was to have a profound influence on the band’s look …from Astrid they got their signature “mop-top” style haircut. In Hamburg the Beatles wore black leather jackets and cowboy boots, but Astrid’s influence has an effect here too with the rounded collarless jacket she made for Stu Sutcliffe🏴󠁧󠁢󠁳󠁣󠁴󠁿 which became a prototype of the famous 1963 collarless suits worn by the Beatles🇮🇹. Astrid’s Hamburg art college student friends Klaus Voorman and Jürgen Vollmer also formed lasting associations with the Beatles from the Kaiserkeller days (especially artist and session musician Voorman who designed art covers for Beatles’ albums and played bass on post-breakup Beatles’ individual records).

The following year, while still contracted to Koschmider, the boys were enticed by Peter Eckhorn (Koschmider’s Reeperbahn rival) into defecting to the Top Ten Club on the offer of better money and conditions. Koschmider found out and it’s likely that it was he who turned the underage Harrison in to the police, leading to George’s deportation. When Paul and Pete went back to the Kaiserkeller to get their equipment a fire lit by them caused minor damage to the club. The seriously “pissed-off” Koschmider had McCartney and Best arrested for arson and they too were deported back to England…Lennon eventually followed them back to Liverpool, bringing the Beatles’ engagement at the Top Ten Club in 1961 to an abrupt close.

The Beatles’ residency at the Top Ten did result in a breakthrough of sorts in their career thus far, albeit a low-key one at the time…the boys managed to cut their very first record – backing singer Tony Sheridan (who was also on the Hamburg club circuit at the same time) on a German 45 for the Polydor label. The recording “My Bonnie” at Ernst-Merck-Halle listed the Beatles on the label as the “Beat Brothers”🇦🇺 (‘Tony Sheridan’, The Beatles Bible, Upd. 15-May-2017, www.beatlesbible.com).

The following year they were back however, this time performing at the Star-Club, operated by Manfred Weissleder and Horst Fascher🇩🇪. By now the band members’ nightly fee had been upped to £67 each. They did three stints at the Star in 1962—the last two with Ringo in the drummer’s seat for the first time—undertaken reluctantly as the band had already released their first UK single on Parlophone and were champing at the bit to get on with consolidating their burgeoning recording career in the UK. The last live performance by the soon-to-be “Fab Four” in Germany was on New Years Eve 1962.

The tyro Liverpudlian band’s musical education in the north coast German city got a terrific leg-up from getting up close and personal with legendary US rock ‘n roll performers—such as Little Richard, Gene Vincent and Jerry Lee Lewis—also working the same St Pauli clubs at the time…Little Richard later recounted helping to hone Paul’s vocal style backstage while the Beatles were opening for the pioneering American rock performer at the Star.

The intense schedule imposed by the Hamburg club management, forcing the Beatles to play live for hours on end (with the aid of copious amounts of booze and a regular diet of ‘uppers’)🏁 formed the band into a tight musical outfit. This and the band’s increasingly fetzig (“wild”) and unpredictable stage antics and the decibel-shattering volume and raw energy of their playing earned them a loyal following in Hamburg (‘Breaking the Illusion: Hamburg and The Beatles’ Gritty Roots’, Riley Fitzgerald, Happy, 13-Oct-2021, www.happy mag.tv). And when they came back to Merseyside at the very beginning of 1963, the Beatles (–Pete/ +Ringo) didn’t come back as nobodies, Hamburg gave them an international reputation to trade on in the future.

Postscript: Return to their roots
The Beatles returned to Hamburg one more time, this time as the hottest musical act on the planet. In 1966 at ‘Beatlemania’s” high-water mark, the group played two nights in Hamburg, not at any of the old haunts they had played as young scruffs but at the more respectable Ernst-Merck-Halle. This was part of the German leg (tagged the “Bravo-Beatles-Blitztournee“) of the band’s ‘66 world tour, which also included concerts in Munich and Essen.

Brasília, Brazil’s Modernist Capital in the Interior: An Unliveable Utopian Showcase?

Brazil’s bold experiment in creating a new capital city from scratch in five years, Brasília, won much praise as a modern architectural marvel upon its inauguration in 1960. With project town planner Lúcio Costa’s radical, artistic urban plan (the Plano Piloto) for the central city in the shape of a bird in flight⦑a⦒, and the symmetry and spacing of architect Oscar Niemeyer’s stark white, curvilinear, futuristic structures with sculptural silhouettes⦑b⦒, Brasília was heralded as “a modern utopia (expressing) optimism and trust in the future” and a demonstration of Brazil’s capacity for modernising progress (Dr Steffen Lehmann, cited in ‘60 Years Ago, The Modernist City of Brasília Was Built From Scratch’, Stefanie Waldek, AD, 21-Aug-2020, www.architecturaldigest.com).

Bland homogeneity?
Detractors of the futuristic urban ‘miracle’ in Brazil’s central west however have been many and varied. Brasília’s inner city residential zones comprising superquadras (“superblocks”) were characterised by French writer Simone de Beauvoir as all exuding “the same air of elegant monotony”. The city’s large open lawns, plazas, and fields have been likened to wastelands. Structures intended 65 years ago to represent the future, now crumbling, accentuate this sense of decay and obsolescence (‘Brasília, national capital, Brazil’, Britannica, www.britannica.com)

The car is king!
In a city built for the automobile, Brasília is uber-pedestrian-unfriendly. “With long distances and harrowing six-lane highways connected by spaghetti junctions, Brasília presents challenges for walkers” (Lonely Planet) – which is good news at least for the city’s car hire firms! Transport options for the non-driver in Brasília have been meagre…the subway was basically an afterthought; footpaths are confined to a scanty few, where they exist they are dwarfed by the criss-crossing gargantuan highways; the first set of traffic lights in Brasília didn’t get installed until the 1970s (‘Lost and Found – Brasília’, Blueprint, ABC Radio (broadcast 21-Jan-2022).

A lack of a pulse?
Some critics point to the Brasília lifestyle’s deficit in “humanness”. The city centre is bereft of “the typical street life of other traditional Brazilian cities”. It is merely a place to work…night life is unstimulating, city workers tend not to hang around after hours, few stay to “live and play in the Pilot Plan” centre (Kobi Karp in Waldek). According to Prof. Ricky Burdett (LSE), Brasília flounders on the basics of what constitutes a city…no messy streets, no people living above shops, no mixed use neighbourhoods – rather it’s “a sort of office campus for a government” (‘Niemeyer’s Brasilia: Does it work as a city?”, Robin Banerji, BBC News, 06-Dec-2012, www.bbc.com). The scope for improvement is hamstrung as a result of restrictions on development and expansion in accordance with the city’s world heritage covenants.

The creation of two segregated communities
Overpopulation is part of the Brasília problem…designed as a city for 500,000 people, it has five times that many residents today, hence the growth of satellite towns which the poorer residents of Brasília have been shunted into⦑c⦒. Allocation of resources is another…whereas in the centre everything was zoned, over-organised city blocks to the point of impracticality, the satellite towns have been neglected and left in a disorganised state without adequate infrastructure, services and civic spaces (Britannica; ‘Lost and Found – Brasília’). Accentuating the imbalance between the centre and the outliers, only 300,000 of the 2.5 million Brasiliense live in the Pilot Plan area where the jobs are!

”A monument to technocratic rationalism”
One of the biggest savagings of Brasília’s architectural merit came from trenchant art critic Robert Hughes who brutally summed up the capital city’s shortcomings: “a ceremonial slum…this is what you get when you think in terms of space rather than place and about single rather than multiple meanings, when you design for political aspirations and not real human needs. Miles of jerry-built, platonic nowhere infested with Volkswagens” (The Shock of the New, Ep. 4 (BBC documentary, 1980). The “utopian” city of Niemeyer and Costa, lauded at its onset as ilha da fantasia has acquired other, less glowing epithets such as “concrete carbuncle” (‘fast:track’, BBC News). For Jane Jacobs (Death and Life of American Cities, the failure of Brasília and other such utopian dreamscapes was in making the mistake of trying to substitute art for life – with unworkable consequences for the inhabitants. Brasília has also come under fire on environmental grounds, the impact of its footprint has contributed to the deforestation of the Amazon region.

Postscript: the whole purpose of Brazil’s new capital in the interior for President Kubitschek⦑d⦒ and the urban planners was to create a modern city that avoided the excesses of Río and São Paulo (overcrowded slums, the preponderance of favelas). Costa’s “grand vision” envisaged a new urban centre that was deliberate, orderly, rational, dignified and systematic. In practice, the endgame to the myopic focus on the Plano Piloto was a city of inequality (with a good quality of life only for a minority of the inhabitants), congestion and urban sprawl (‘Inside Brazil’s ‘cautionary tale’ for utopian urbanises’, Diana Budds, Curbed, 07-Jun-2019, www.archive.curbed.com). Rather than being transformed into the shining exception, Brasília is “a mirror of Brazilian society…those with power live in a little island or cocoon. Those who don’t—which is the majority—live on the outside” (Prof. Vincente Del Rio).
