Stanley Kubrick’s 1964 dark satire Dr Strangelove is a classic of the genre which comically probes the collective anxieties triggered in the West by the Cold War at its height in the early 1960s. Kubrick hammers home the utter absurdity of the prevailing nuclear standoff between the US and the Soviet Union and the consequential existential threat to the planet from the doctrine of Mutually Assured Destruction (MAD) and “Doomsday bombs”. The movie’s plot involves the unilateral unleashing of a preemptive strike on Moscow by a deranged US Air Force general and the Pentagon’s shoddy attempts at “management” of the crisis.

Kubrick and his film co-writers Terry Southern and Peter George give us three dangerously over-the-top, lunatic fringe characters – two gung-ho hawkish military types, generals Turgidson and Ripper, and the eponymous “Dr Strangelove”𝟙. The central figure in the nuclear nightmare scenario, Dr Strangelove (played by Peter Sellers), is a former German Nazi technocrat turned US strategic weapons expert and scientific advisor to the US president Merkin Muffley (also Sellers). Strangelove is creepily sanguine about the prospect for humanity post-nuclear Holocaust, expanding on his vision of a 100-year plan for survival (for some)…a male elite ensconced in an underground bunker where they can sire a selective breeding program with a plurality of desirable females [‘Dr Strangelove (character)’, Kubrick Wiki, www.kubrick.fandom.com].

Strangelove a composite of various personagesThough characterised by caricature and satire, the film’s three wildest characters are recognisable among the actual political, military and scientific figures of the day in America. The heavy Middle European accent of Dr Strangelove, his authoritarian-Nazi mannerisms and regular references to “Mein Führer”, has led some observers to conclude that the character was based on German aerospace engineer Wernher von Braun, instrumental in the Nazis’ V-2 rocket project and after 1945 in the US designing space rockets for NASA (a view given countenance by one of the screenwriters Terry Southern). Others have added émigré Hungarian scientists John von Neumann and Edward Teller as models for Strangelove. Both men worked on the Super-bomb projects (A-Bomb, H-Bomb, C-Bomb) for the US government in the 1940s and 50s, and both were rabidly anti-communist and anti-Russian [P.D. Smith, Doomsday Men (2007)]. Teller in particular shared a number of Strangelove’s traits, eg, volatile nature, Soviet-fixated and obsessed with bombs, possessed of a prosthetic limb. It’s probably a reasonable bet that the there was something of the personality of all three men in Dr Strangelove, but other individuals were also sources of inspiration for the character.

A Megadeath influencer from RANDAnother real-life figure widely associated with the Strangelove character is Herman Kahn, who was a physicist and military strategist with the RAND Corporation𝟚. Kubrick got the idea of a “Doomsday Machine” from Kahn whose 1960 book On Thermonuclear War posited the possibility of a winnable (sic) nuclear war. Kahn has been described as a “Megadeath Intellectual” with his robust insistence that the dangers of nuclear war were exaggerated (this also accords with the outlier position of General Buck Turgidson – see below)𝟛.

Military madnessMaverick general in the Strategic Air Command Jack D Ripper (played by Sterling Hayden) is gripped by the all-consuming communist conspiracy hysteria. His belief in the loony notion that the Soviets have been fluoridating American water supplies to pollute the “precious bodily fluids” of Americans leads him to initiate a H-Bomb onslaught on the USSR without consulting the Pentagon. Ripper’s wild rhetoric and blustery style has been compared to Robert Welch, the rabid anti-communist founder of the ultra-conservative and reactionary John Birch Society. Ripper’s loopy claim about Soviet water contamination echoes Welch’s baseless anti-fluoridation allegations (‘How I Learned to Stop Worrying’).

“Expendable dead”
Gen. Buck Turgidson (played by George C Scott) was largely modelled on four-star air force general Curtis LeMay𝟜. Turgidson is an unrepentant war hawk who wants to escalate Ripper’s nuclear attack on the Soviets, justifying it with the outrageous claim that it will result in only “limited” casualties from the ensuing superpower war, which in his estimate equates to 10 to 20 million dead! Like Turgidson LeMay danced to the beat of his own drum, he was well disposed towards a preemptive strike on the Russians and vociferously advocated nuclear strikes on Cuba during the Cuban Missile Crisis and on North Vietnam during the Indo-China War.

Footnote: Satirical Dr Strangelove v Serious Fail SafeIntriguingly, at the same time Kubrick was making Dr Strangelove there was a separate film in the works also about an American nuclear attack on the USSR. Fail Safe dealt with the same subject but as a straight-up drama. In this second film about nuclear Armageddon the trigger to the catastrophic event however is not rogue generals but a technical glitch. Strangelove’s equivalent morality-free scientist character in Fail Safe is Professor Groeteschele (played by Walter Matthau) who draws similar comparisons with Herman Kahn.

In the late 1940s Bill Levitt’s New York company started constructing a series of new housing estates in the Atlantic seaboard states, succeeding in building affordable houses in double-quick time and on a mega-scale. Not long after Levittown showed the way, a triad of developers in California started planning their own gigantic scale home building project in Lakewood, Los Angeles County, to reap the rewards. The three ’amigos’, Ben Weingart, S Mark Taper and Lou Boyar, formed the Lakewood Park Company (LPC) and bought close on 3,500 acres from the Montana Land Co (previously sugar beet and lima bean fields adjacent to the city of Long Beach)¹. With Weingart’s extensive connexions in LA financing circles, the LPC got backing to the tune of $8.8 million from the Prudential Insurance Co, and were cleverly able to exploit a legal anomaly, leveraging a stack of federal finance to pay the large part of the private project’s expenditure [Kevin Starr, Golden Dreams: California in an Age of Abundance, 1950-1963, (2011)].

A frenetic work schedule
The LPC utilised the same approach to construction as the Levittown developers. Every aspect was coordinated, synchronised like clockwork, the 4,000-strong work force was divided into 30 separate teams each with their own specialised task. Rapidity of construction was achieved by adopting the production efficiency methods learnt during WWII, foundations were laid post-haste (15 minutes to dig the hole by machine and not much more to fill it with concrete). Output was phenomenal, they were building around 40 to 60 new houses a day² (even managing in a single day to reach a record tally 110!).
Selling the American Dream
When Lakewood Park’s subdivision of model homes—complete with a “Tile Pullman lavatory” and a built-in ‘Pulverizer’ garbage disposal unit in the kitchen—was opened up to the public, the sales office was inundated with aspiring home-owners all seeking their piece of the “Father Knows Best’ fantasy lifestyle. One salesman sold 107 of the homes in a single hour [‘A New Kind of City…Lakewood’, Los Angeles Almanac, www.laalmanac.com]. Many were “sold off the plan” at a time before that term was in vogue. The cost for a Lakewood ‘model’ mostly ranged from $7,500 to $9,500. Like Levittown, Lakewood Park particularly appealed to WWII veterans who under the GI Bill were guaranteed advantageous terms, no down payment and 4% interest over 30 years. Lakewood’s population exploded – what was a small unincorporated village in 1950 became a ‘city’ with in excess of 70,000 inhabitants by 1953.

We’re all white thanks!: ‘Paradise’ homes for the white middle class
Again as with Levittown the ugly spectre of racism raised its head in the Fifties Lakewood Park ‘model’ lifestyle. One former sales manager for the LPC explained that his part of his role involved guided homogeneity, dissuading black (and Latino) families from buying into the estate on the grounds that the overwhelmingly white neighbours would object to their presence on the same block. This was part of a wider practice of “steering buyers into racially defined neighbourhoods” which persisted into the 1960s…the developers’ rationale being “that racially mixed communities (they believed) would not retain their resale value” [‘Suburban pioneers’, Lakewood City,www.lakewoodcity.org].

Like the Levittown prototype, Lakewood Park’s rapid-build assembly-line construction resulted in 17,500 houses springing up inside three years, a model planned community serviced by the construction of the Lakewood Center, at the time the largest shopping mall in the country (with parking for 10,000 vehicles)³ [‘Lakewood Community History’, LA County Library,, www.lacountylibrary.org]. Time magazine called to the largest housing development in the world, but some critics bemoaned the monotony of its grid-pattern streets and the houses’ sameness…it was however not quite Levittown Mach II, there were ‘subtle’ variations in landscaping and the use of slightly different home designs, the developers were careful to avoid Levittown’s error⁴ of having identical design homes next to each other in the same block [‘Lakewood California History’, Lakewood City,www.lakewoodcity.org].Source: Pinterest

Developers with “laugh-lines around their pockets”
A Senate hearing in 1954 troubled by the development’s ramifications concluded that the bulk of the profits from Lakewood Park‘s land sales and retail development ended up in the pockets of the LPC syndicate…finding that Weingart, Boyar and Taper in fact risked very little of their own money on the venture (about $15,000 altogether) by being able to (legally) rely on the accessible federal financing. Against their meagre personal outlays, newspapers estimated that the triumvirate made nearly a cool $12 million each from the deal (‘Lakewood California History’).

Lakewood became an incorporated city in 1954—following a divisive community campaign and an attempt by larger neighbour Long Beach to absorb it—but of a unique kind. Foundation attorney John Todd and the developers opted to contract out the new city’s essential municipal services to LA County (police force, fire brigade, sanitation services, etc), an innovation (Lakewoodisation’) later copied widely in California and in other states (‘A New Kind of City…Lakewood’). A few years ago one of the incumbents of the revolving door that is the Australian prime ministership intoned: “these are the most exciting times to be alive”… well, for “exciting” substitute “worrying and challenging” and you have the status quo, 2020. We are getting bombarded daily, even hourly it seems, with mixed messages from news sources – it was okay to go to the football last Sunday and mingle with crowds of much more than the 500 limit but somehow it’s not okay to do this on Monday, the day after (what changed?!?); the medical experts warn us to keep a distance of one-and-a-half metres from anyone else, yet it’s fully expected that people will still travel on trains and buses which will generally make that an impossibility; the government tells us not to fly overseas but it’s still okay to fly within Australia (a lifeline to the national carrier?).

It’s a climate ready-made for rumour-mongering and this is not confined to the West…China is rife with rumours ‘explaining’ the epidemic’s origin starting with the fiction of it’s supposed transmission from bats in January. The rumours soon became more fanciful and more conspiratorial, ranging from coronavirus being deliberately released to cull excess numbers of pensioners in society to it being a bio-weapon brought to Wuhan by the US Army to it being the consequence of the zodiac signs being out of harmony in the Year of the Rat!
The pandemic has caused divisiveness. Not just between rival countries trying to shift the blame and score political points, but at a grass roots level. We’ve seen the spectacle of shoppers in supermarkets fighting over the providence of a single pack of toilet roll➁.We’ve got incorrigible prepper-minded hoarders boasting online of their Fort Knox-sized storage bunkers of stockpiled household essentials, counter-balanced by the shopper-shaming of overzealous buyers queueing up with 150 rolls of toilet paper in their trolly (human behaviouralists tell us that buying ridiculous quantities of toilet rolls gives us reassurance, a warm and fuzzy feeling in a time of fear). The supermarkets, one of the very few sectors doing spectacularly well out of the crisis, have responded (too late) with partial war rationing to head off the panic buyers. War rationing seems apt as democratic governments across the world channel their inner Churchill and rush to set up “war cabinets” to deal with the extraordinary and unprecedented situation.

Whole industries grind to a halt, workers laid off with mortgages and bills that won’t disappear, while those of us investing in the stock market have taken an instant massive hit and the Aussie dollar plunges ever lower. Border closures, tourism industry bottoming out, small businesses going to the wall, nightlife, restaurants, bars, cafes, shows, movies, public events, etc…all nix! The hackneyed T-shirt slogan “Keep calm and carry on” is now “Keep calm, stay home and don’t go anywhere”. Lockdowns, compulsory home quarantine for targetted groups of the population, Pacific cruising virus-traps, a safe and effective vaccine for the virus still up to 18 months away. Talk in the UK of prioritising “herd immunity” uncomfortably evokes the spectre of eugenics. Some have called for the euthanasia of family pets, which is drawing a long bow even if you accept the possibility (far from definitively proven at this stage) that the virus was transmitted to humans by pangolins (scaly ant-eaters) in a Wuhan wet market. What next, euthanasia vans going round the suburbs to collect the weak and elderly? Reality at the moment looks increasingly like an unbelievable dystopian novel or movie! Welcome to the scary new world of indefinite uncertainty.
Thanks to COVID-19 we’re learning a slew of new buzzwords, for a start social distancing and elbow bump (sounds and looks dorky but it’ll catch on, trust me), and us non-statisticians in the community are already tired of hearing TV expert commentators rabbiting on about the merits of “flattening the curve”. I am waiting to hear (and am surprised not to have heard it yet) the adjective “Orwellian” uttered in the current crisis.

I don’t know anyone who envies the governments or the frontline health care sector at the moment, but the government responses do have their critics? To take the scenario I am most familiar with, Australia…on the credit side the mortality rate is low (so far) though the morbidity rate is climbing fast and winter and the flu season are on the near horizon. However, under the government’s partisan “war cabinet” a coordinated approach to the crisis seems to be missing. We are looking for more systematic and less chaotic here! One example, the distribution of scarce essential goods depleted by panic buying is held up by a failure to get councils involved so they can free up the delivery schedule. Some medical and communications experts have asked where the government’s public awareness campaign is? Unlike some other countries, we are bereft of the myriad of community billboards and the television and social media advertisements which can raise awareness in the public of the disease. Overcoming ignorance is a first step to diminishing fear and apathy.
As with something this truly extraordinary, of such novel complexity and uncertainty, despite (or perhaps because of) the deluge of information, more questions than answers remain…should we lockdown cities or not? What are we not doing here to stem the crisis that appears to be working overseas? Face masks, yes/no?➂ Test for virus or not test? Can I be infected, recover and be infected a second time? What’s the shelf life of an infected surface? What do I do if I’m at high-risk and social distancing is not a viable option? Should we let the grandparents babysit our pre-schoolers any more? And then of course there’s the greatest imponderable of all, when is this whole nightmarish scenario going to end?

All the punter at ground zero can do is listen to the official medical advice➃, make sure we inform ourselves about Coronavirus 101 and get the basics down pat. This means identifying the likely symptoms—persistent cough, sore throat, runny nose, headache, (and more seriously) fever, shortness of breath, difficulty in breathing—all the usual suspects. Understand that coronavirus can be either symptomatic or asymptomatic, that it can be mild as well as severe, and that lethality generally (but not universally) hinges on considerations of age and serious pre-existing health conditions. Learn how to avoid contagion, what to do with the lethal weapons which are our hands – washing and drying them the correct way, eschewing the convention of shaking hands with people and start guesstimating our own personal space in public➄, sneezing into your elbow, not your hands, cleaning and disinfecting surfaces and door handles, using hand sanitisers, etc. Thus armed against ignorance, and hopefully the pandemic too, we will bunker down for the long haul, tough it out and try (very hard) not to add to the growing count of national virus statistics.

Given that the Chinese community in Australia tend to wear the masks sometimes for cultural reasons as much as protection, this leaves them open to wild and inaccurate assumptions about their health status as a group
➃ this will probably require a judgement call as some of the medical advice has been contradictory➄ the latest edict in the social distancing caper from the war cabinet limits indoor gatherings of 25 in a space of 100sq m (one person to every 4sq m). I can’t wait to see police officers turning up in clubs and pubs armed with measuring tapes

Pneumatic tubes transit (PTT): a system that propels cylindrical containers through networks of tubes towards a chosen destination using compressed air or by partial vacuum [‘Pneumatic tubes’, Wikipedia, http://www.wikipedia.org]
PTT, “Whoosh✱ and Go!” technology, the 19th century’s version of “Tap and Go!”Jason Farman has described the application of pneumatic tubes to postal services in the 19th century as “the instant messaging systems of their day”. According to Farman, being able to use pneumatic post to communicate, gave people in the nineteenth and twentieth centuries an “instant connexion”…pneumatic post meant that they were able to “keep in touch all day long”⊡. Moreover people saw the pneumatic tubes’ facility to deliver articles rapidly as “a symbol of modernity” [‘Pneumatic tubes: the instant messaging technology that transformed the world’, James Farman, interview with ABC Australia, 13-Jun-2018].

America’s first pneumatic-powered subway
American entrepreneurs were following developments in pneumatic tube transport in Europe in the second half of the 19th century and were keen to move into the field. It fell to inventor and publisher of the magazine Scientific American Alfred Ely Beach to lead the way. Beach was less interested in the postal service than in moving people. In 1867 he trialled the first subway passenger service, later named the Beach Pneumatic Transit, in New York City. Initially the service was popular with the public, but Beach experienced opposition from Tammany Hall♉ and its notorious head ‘Boss’ Tweed, and from other vested business interests. Beach got round opposition by flagging that he would also construct a pneumatic tube to cart mail underground around NYC. Unfortunately Beach ran into both technical difficulties and funding issues (exacerbated by the financial crisis of 1873) and the project to extend the subway was stillborn.

Manhattan mail transfer – the eastern seaboard subway
It wasn’t until 1893 that an urban mail service in the US introduced the PTT system, and this was in Philadelphia (beating New York by four years). The New York City system linked the General Post Office with 22 other post offices covering an area of 27 miles. At its optimal level of output, five capsules each containing around 500 letters could be despatched in a minute (one every 12 seconds travelling at 30-35 mph). A government estimate in the day put the total transmitted by tube at 20,000 letters per day![‘The Pneumatic Mail Tubes: New York’s Hidden Highway And Its Development’ (Robert A Cohen, Aug 1999), www.about.usps.com]. Several other American cities followed Philadelphia and New York in establishing underground mail networks – Boston, Brooklyn (a separate entity to New York before the construction of the Brooklyn Bridge), Chicago and St. Louis.

Despite the clear advantage PPT had in speed of delivery over conventional mail despatch, it did not make the hand-delivered mail system redundant. At its zenith in New York PPT never accounted for more than about one-third of the Post Office’s total mail delivery. Other cities in the US were similar although Boston reached about 50 per cent at its maximum output!) [Cohen].
PPT systems, limitations and drawbacks
By the early 20th century the cost for US service providers using the pneumatic tube system had become prohibitive. By 1918 the Post Office was forking out $US17,000 per mile per year [‘Underground Mail Road: Modern Plan for All-but-forgotten Delivery System’, (Robin Pogrebin), New York Times, 07-May-2001]. In addition to cost there were other flaws in tubal delivery that made it impractical. Many mail items were too large and bulky to fit into the tube carriers, and when they did fit, the system was far from seamless. In addition to cost, other early 20th century factors that prompted the decline of the pneumatic post in America include the growing volume of mail, limited system capacities, and the belief that the advent of the automobile made the tubes “practically obsolete” [Annual Report of the Postmaster General, (Washington DC: Government Printing Office, 1918. pp. 19–22. Pneumatic tube systems tend to work better on a smaller, more localised, scale – as evident in the type of enterprises and institutions that productively employ the pneumatic tube technology today (as outlined in the PostScript following)…they are also more effective (and more economical) over shorter distances, such as encompassing a single city only.

Donald John Trump, TRUMP – the name most uttered or tweeted about in the world during the last twelve months, was born in 1946. Three of the last four US presidents in fact were born in 1946 … it was a good year for future president procreation!
In chronological order they are Bill Clinton (elected 1992) George W Bush (elected 2000) and Donald Trump (elected 2016)❈. Wedged between these last two septuagenarians is the almost ‘obscenely’ young (by comparison) Barack Obama (born 1961).
In the post-war period the sequence of resident presidents of the White House has gone Truman (born 1880s), Eisenhower (born 1890s), Kennedy (born 1910s), Johnson (born 1900s), Nixon then Ford (1910s again), Carter (1920s), Reagan (1910s again), Bush I (1920s again), Clinton then Bush II (1940s), Obama (1960’s) and back to the 1940s for the present incumbent, “The Donald”.
The 1930s – a decennium devoid of presidential origins
No president has ever been born in the 1930s … barring some extraordinary event (the largely unforeseen election of the braggadocious and distinctly unstatesman-like Donald J Trump as Presidentwas just such a extraordinary event!), it is probably safe to say that there will be no US commander-in-chief born in the 1930s⊛. Putting aside the thorny notion of impeachment for a moment, the next president will be elected in November 2020 … it is highly, highly improbable that America (unlike say India) will unearth from obscurity some 80-plus-year-old (I was going to say ‘politician’ but of course you no longer need to be a politician to become president of the United States, so maybe, media celebrity, senior billionaire business geek, ex-B-grade film actor, etc) who gets him or herself elected to the Oval Office (see also FN).
All this means that the 1930s (together with the equally un-fecund 1810s) are destined to be the only decades in the history of the Republic without a (future) presidential birth. Every decades between the 1730s (when the first two presidents Washington and Adams I were born) and the 1800s witnessed the birth of one or more American presidents. The same goes for the decades from the 1820s to the 1870s inclusive.
FN: A future US president born in the 1930s would be over 80 by the time he or she won the presidency – and that would be a bridge too far even for the increasingly senior trend of holders of the United States’ number one public office.
❈ Three presidents born in the same year: another presidential oddity is the frequency of left-handers among the recent incumbents – Obama, Clinton, George HW Bush, Reagan … that’s four of the last six prezs having been of a sinistral bent! Yes mollydookers of the world, you too can become president!
⊛ Not to overlook that also no president has been born in the 1950s either, thus far … but during the last presidential election season, Trump turned 70, Hillary Rodham Clinton turned 69 and Bernie Sanders 75, so there’s still plenty of time for the 1950’s crop of White House wannabes to elbow (and bankroll) their way to the top!
Today hardly anyone advocates the ideology and practice of eugenics, not openly anyway and certainly not using the prejudicial language of the past. Which is not to say that the notion of eugenics is a buried and long-forgotten relic❈. The vocabulary of human biology and biotechnology these days is about human gene editing, genetic engineering, genetic modification, genetic enhancement, germline gene experimentation, gene therapy, the human genome, sociobiology, reprogenetics, a Brave New World of molecular cloning, “saviour siblings”, “donor eggs” and “designer babies”.
DNA
The scientists and technocrats who enthuse about scientific progress and future technology and in particular genetic engineering[1], tend to be “gung-ho” about the desirability of genetic intervention in human life which they see as an inevitable process◙. To them it equates with and even defines progress – the curative and preventative promise of medical genetics is for breakthroughs in a host of life-threatening diseases.
Designing a better baby?
For many geneticists and parents, the latent capabilities of human genetic engineering (HGE) is an enticing prospect, a chance for the realisation of new medical therapies to prevent and treat the multitude of diseases that plague contemporary society[2]. Put in these terms, something akin to a “motherhood statement”, few would at least in principle find grounds for objection. Naturally the vast majority of parents wish for a better future for their offspring and descendants, so leaving affordability aside for a moment, using biotechnology to eliminate the risks of genetic disease would appear to have broad community if not quite universal support. But as shown below, when you take a step beyond the fixing of genetic disorders and try to use that advanced science to augment your children’s physical or intellectual attributes it opens up a myriad of complex and perplexing dilemmas, both ethical and medical.
A world of environmental, manufacturing and agricultural panaceas
Aside from the controversial question of genetic manipulation there is already a range of successful genetic applications in society. There is the environmental role – genetically engineered bacterium can and is used to clean up oil spills (and for creating insulin to treat diabetics). Genetic science can reduce the human footprint on the environment. With the population of the globe predicted to rise by 2.4 billion in the next 34 yearsΔ, its advocates argue that biotechnology and genetic engineering can help address the inevitable and critical world food shortage … growing new crops and effecting pest control of existing food sources[3].
Pre-natal counselling and screening of foetal abnormalities
Pre-natal screening for embryo defects like Down syndrome, Trisomy 18 (Edward’s disease) and spina bifida, has a seductive lure for parental planners, these are already commonplace procedures for mothers in advanced societies. Human geneticists trumpet this as a boon to parental choice, allowing the family to produce a baby free of life-threatening and restricting conditions. Preimplantation genetic screening takes this a step further.
The snowballing effect of genetic screening
IVF technology enables the screening of embryos for inherited diseases such as cystic fibrosis, Huntington’s disease or Tay-Sachs disease … many view this as the start of a continuum which could usher in an “era of designer babies”[4]. The market in this area has created a consumer-driven demand for “eugenic services”. IVF testing for mitochondrial DHA has been exponential … in 2011 there were 580,000 medical genetic tests in Australia, a 280% jump on the 2006 figure![5]. Currently we test for Down syndrome and similar defects, next might be Parkinson’s disease, beyond that? If given the green light there is potentially no end in sight … will they test with a view to eradicating autism? Down the track it might be dwarfism, even homosexuality?[6]. This may sound alarmist to some, but unchecked, it is plausible that gene tampering could ultimately infiltrate these areas.
This is the perspective of many detractors of genetic testing who question what the limits are and even if there are any limits to the relentless juggernaut of genetic research and experimentation. Some opponents of screening for genetic defects have described its ultimate purpose as “race cleansing”, echoing the fanatical purification goals of the discredited eugenics movements of the past. Human geneticists for their part proffer the reassurance that HGE has built-in safeguards that prevent excesses from occurring, that the entire process is highly regulated and intensely scrutinised to precisely stop it going too far[7]. Opponents refute this, highlighting the dangers and uncertainties of risky human experimentation … unpredictable effects of gene transfer, the effects of gene insertion on other genes, the chance of off-target mutations (unintentional edits to genomes such as occurred in recent Chinese CRISPR-Cas9 experiments on the genome), and other unknowns, all not properly understood at this time[8].
Genetic enhancement and the danger of a perfectibility fixation
Genetic engineering to detect embryonic abnormalities and erase them is widely accepted in the West, genetic enhancement (practiced as a matter of course in agriculture) for humans remains a much harder sell. Genetically modifying your future child to prevent, say, a detected autoimmune disease, is one thing, but screening with the purpose of altering your child’s appearance, eye colour, etc, making him or her taller, more intelligent, more athletic, etc. … the imperative of achieving a Stepford Wives world of perfectibility could take over. This would propel medical genetics into a whole different realm, a techno-eugenic future fraught with menace and worrying ethical implications[9].
The ethical or moral dimension
Ethical or moral objectors to HGE seem to divide along religious and non-religious lines. Many professing a religious faith argue that the practice runs counter to the “will of God”, whilst those of a secular disposition might view it as “tinkering with nature”. The genetic engineering detractors argue that humans are inviolable, endowed with individual rights, and that such interventions are unnatural and trample all over those rights[10]. Some academics with an interest in science ethics however dispute the merit of the ‘naturalness’ argument[11].
Geneticists and biotechnologists would characterise a call for a blanket ban on human genetic experimentation as a conservative, “knee-jerk” reaction which seeks to close off the door to scientific inquiry and medical advancement, but the obverse, an open slather, unchecked approach to genetic intervention seems an imprudent one, given the unknown consequences of gene editing and of venturing too deeply into a genetic minefield that is almost certainly irreversible.
Concerns with non-therapeutic abuse in genetics has a wide ambit: another peripheral issue pointing to likely future genetic manipulation lies in the realm of sport, an area already plagued by the increasingly widespread use of steroids for performance enhancement. The development of gene therapy has elevated the disturbing likelihood of gene doping – inserting or modifying DNA for the purpose of enhancing the performance of athletes. Gene doping is still in an experimental phase but is particularly concerning both to doctors and to Olympic administrators because it is hard to detect and it’s nature is unpredictable and potentially dangerous[12].
Whilst the possibility of misuse and harm of gene editing technology is a barrier for many, others opposing genetic manipulation from a humanist viewpoint and have called out the human genetics industry for discriminating against and undermining the dignity of the disabled and the mentally ill. Opponents say that there is a common element at the core of both eugenics and human genetic engineering – the devaluing of (some) human life. Contemporary geneticists, they say, start from the same philosophical standpoint as the old-style eugenicists: a view of the disabled and other “genetically challenged” people that is essentially negative and pessimistic, conveying the idea that they are extraneous and to be done away with. Many critics see these advocates of HGE as intolerant of those with genetic impairment, refusing to accept the disabled in particular for how they are (which is part of the diversity of the human condition)[13]. These detractors believe that the normalisation of human genetic modification would lead to an erosion of respect for the disabled.
A fundamental shift in the parent/child relationship?
Another objection to human gene policy revolves around its perceived adverse effect on the traditional bond between child and parent. Brendan Foht, from a conservative perspective, has hypothesised that in a situation where parents decide to dip into the gene pool to create the kind of offspring they want, the child becomes a product of his or her parents’ desires and wishes … their acceptance of and love for the child is provisional upon the child stacking up to that ‘wish-list’. This, Foht points out, upturns the optimal relationship in which the child is the beneficiary of his or her parents’ unconditional love[14].
Some opposed to the genetic engineering of humans have emphasised the absence of consent by future descendants, ie, the ethical issues raised by “altering the germline in a way that affects the next generation without their consent” (Francis Collins, US National Institute of Health). This objection has been dismissed as a nonsense by John Harris who contends that parents “have literally no choice but to make decisions for future people without considering their consent”, this happens every day, without it life would not function properly [15].
Proponents of HGE have made attempts to salvage the reputation of the new eugenics, eg, Nicholas Agar’s concept of Liberal eugenics which leaves the decision to the consumer (ie, the parents) rather than to public health authorities, thus avoiding (argues Agar) the repugnant consequences of past eugenics practices. But as Robert Sparrow has noted, any emphasis “on pre-determined genetics of future persons leads to assumptions about the relative worth of different life plans”[16].
The politics and economics of HME
Some opponents of HGE have focussed on the political and economic element: their argument runs, if genetic engineering was given free rein to intervene into the human sphere, the result would be free market eugenics, so that access to genetic modification or enhancement would come down to the ability to pay and inequalities within society would exacerbate. The fear is that in this scenario the elites of society would have a monopoly of both biological and financial control[17].
The thorny issue of genetic engineering of humans, especially with its uncomfortable link with the pernicious effects of the eugenics movement of last century, remains a highly controversial one. Scientific advancements in biotechnology has created a receptive market for genetic screening for defective embryos, but the genetic enhancement of humans, with its Frankenstein-ish overtones, remains a bridge too far for most people in western democracies✥.
PostScript: Genetic Enhancement – Ask an expert
In December 2015 Washington DC hosted the ‘International Summit on Human Gene Editing’ in which scientists, bioethicists and other stakeholders from the US, the UK and China debated issues around the use of the human gene editing tool CRISPR-Cas9. The summit’s committee adopted a “precautionary principle” re the technology and resolved to avoid any unknown, unintended consequences. It acknowledged the value of CRISPR gene editing research as an aiding the knowledge of basic biology but advocated a cautious approach in its utilisation. It called for more research to be completed on the technology before any more ambitious applications were considered[18]. To date 40 countries have rejected human germline modification using gametes (genetically altered embryos)[19].
